What does 'out with the old, in with the new' mean? K.: I understand the meaning of the expression though, I'm confused. There 's no verb in the expression. What kind of verb fit out with the old and in with the new. Can I use be-verb?
For instsnce, The old one will be out of the room, and the new one will be in the room.

Last year I bought a pair of shoes and It was already broken. This year, I'm out with that old shoes, and in with the new ones.
