In GTA (Not the game, the crime) a Shank is also a Slim Jim. A kind of lockpick used to unlock doors through the weather stripping at the bottom of the windows. It's also named after the prison knife, which was originally made from the sole inserts of Steel Shank Boots. (Until they stopped giving trustees Steel Shank Boots for work crews, because they kept using them to stab each other)

Well, the scam wasn't really a scam though, was it? Sure, it seemed like it but. Spamley just had a legit business there. The gaming black market may often be immoral but it is certainly not scam in this context.
