Luke Cage should have been number 2. She Hulk didn't even come to mind and probably should not be on this list. At first I thought of Luke Cage as number 1 because basically his whole life has been about protecting the little guy. Then I thought if you say Spider-Man then that is ok, because Spider-Man came out first and refers to himself as -your friendly neighborhood spiderman. - Spider-Man is number 1 and Luke Cage is number 2.

LOL if a hero is spiderman or iron fist level of power they are no longer -street level-
she-hulk is a step above spiderman
ghost rider is a step up from she-hulk
street level heroes fall into the power level of daredevil, punisher, elektra, I consider wolverine peak -street level-
wolverine easily deals with street level heroes but gets destroyed by spiderman level heroes

A lot of people are arguing whether various characters are street level. I'll ask a different question - since when are Punisher or Elektra heroes? There's more to being a hero than simply being the protagonist in a story.
Some other suggestions: White Tiger is obvious. Wolverine and X23 have both spent a fair amount of time doing street level stuff. Cloak and Dagger would also fit.

Spider-Man-s superpowers are absolutely stacked. Tech and gadgets aside, he-s basically got the top tier street-level superhero powerset. When it comes to grounded comic book characters, Spider-Man is definitely on the top of the list as the strongest street-level Marvel character of them all. On the same level as Luke Cage and Jessica Jones.

Yeah, no this list is off especially having She-Hulk, and Spider-Man over Ghost Rider that-s just ludicrous Ghost Rider(Johnny Blaze) is leagues over Spider-Man, and She-Hulk hell in terms of strength Luke, and She-Hulk are stronger than Spider-Man lol and as much as I love Punisher he is definitely too high as well as Elektra on this list

Um you know Ghost Rider and Spider-Man are above Street Level and especially Ghost Rider who is way too powerful which funny that these 2 are my overall favorite Marvel characters

I have to argue with the whole daredevil is immune to telepathy. A mutant such as prof x, jean grey, legion, Emma frost, shadow king would easily take him over.
