This delicacy is called 'Parippu Vada' or 'Dal Vada' in India. Instead of pan frying, it is deep fried. To deep fry, the mixture is shaped into patty and then into hot oil. Simple and Crispy.

Nice, though I would baked them. I assume a wheat flower or maybe some finely blended oats could replace the gross white flower. I'm going to try this.
