Some cartoonists don't need it at all, specifically, some highly stylized, or cartoon-primitive comic strip characters. Some artists are just naturals at drawing the body. But most artists benefit a lot from some experience with drawing the figure. The great thing about it is that the knowledge can easily be transferable from one style to the next. I recommend some anatomy, too, along with figure drawing.
