The faster and cheap way to clean it, is, get long pipes from the beach to the bay 2 pipes one will produce clean water the other one will take out all the dirt. And the beach is too close to the bay, why they don't do that ?

In the US, 'filthy' is a very positive word when used in sports...i.e. 'the pitcher had a filthy curveball'. In this case, filthy means unbelievably good. Another sporting synonym would be 'sick'.
