I don't think it's right to take them off of their mother regardless of their worries. They need their mother for social and developmental reasons, being raised by a human should only be a last resort and not the go to it's often very harmful. They won't use the real Tiger milk that they need so badly and I think they'll put them more at risk of illness.
Not to mention the affect this will have on the female Tiger. Let her take care of her babies without interfering and breed her again if she doesn't succeed.

This video is an excellent presentation, but I still strongly think that all wild animal belong in their natural habitat, and are not to be used as toys for humans. The only animals to be kept in cages are human criminals who wear black coats and black pants with white buttoned up shirts and ties, who live in Washington DC, Moscow, Ankara, etc.
