My dad took a peter pan flight. Number one: Was the CIA active in Cuba at the time? Yes. There was a anti Castro rebellion in the Escambray mountains and also intelligence gathering.
That said my dad personally saw the Soviet military. They were setting up SA-2s, an anti aircraft missile system. What he didn't know was they were also shipping in short range nuclear weapons. So both sides were guilty of subterfuge.
Lastly was the CIA involved in the peter pan flights? Maybe or at least at some level as it was co signed by the US government but we are talking about flights for kids who's parents were dissidents, not WMDs like what the Castro regime was working on behind closed doors.

The Cuban dictatorship prohibited my 15 year old cousin from leaving the country with his family because of was of military age. That was in 1968 and he was only able to join his family in 1982.
