Ah the classic current loop antenna, that s why you were picking up all that noise. Any loop will act as a current antenna. And any length of copper, will act as a monopole if adjacent to a ground plane or bipole if connect to a center point. Good luck.

Scott. can you make a small portable device that will be a varible resistance load (Rheostat) that includes a display that reads the set resistance even if that is connected to an circuit. Like a resistor substitution box but with a digital read out?

one more thing i think this electronic load also not good for testing because this is pulse based load this is not constant load so the electronic load also source of noise.

see if adding a small (depend on voltage divider resisters values but maybe few 100pF to 1nF range) capacitor between feedback pin of the ic and ground helps.
in some instances it'll reduce noise.
