When you first mentioned the possibility of this list, I nominated the Ultra-Humanite, who has spent most of his villainous career as a body-hopper. I really think he should be high on this list, because at least two of the bodies he's hijacked have been women, making him probably the only supervillain in comics to gender-bend himself!
Other possibilities include the Tangent Universe Joker(s, and Ghost (comics vs. MCU.
And I'm with you on female-to-male cross-gender twists in comics and movies, and even cosplays. Maybe if you can find enough, you could do a list specifically for Top 10 Female-To-Male Gender-Bent Comics Characters.

I am pretty sure the male poison Ivy in this video that was used was in fact a male Zyra from League of Legends, but the art is still amazing though. It is not Ivy though.
