The Maker is what happens when Sue Storm can't reign in Reed Richards.
Even 616 Reed Richards is a villain, technically. He has committed multiple crimes and basically gotten away with it.
Among his many crimes, in no particular order:
Convincing a group of skrulls that had crashlanded on Earth to hide as cows, then brainwashing them to believe they are cows, eventually leading to them getting slaughtered and eaten.
During Civil War, he threw people who disagreed with him into an extradimensional prison in the negative zone, without trial or charge, which is in clear violation of due process.
As part of the illuminati he plotted to send the Hulk into deep space (This got both Charles Xavier, T'Challa, and Namor to quit the group.
Also as part of the illuminati, he learned of the incursions, and instead of making the knowledge semi-public so that all the worlds geniuses could work on the problem, he kept the knowledge to a select few. Fortunately Doom realized what was happening, and basically saved the multiverse.
Basically, if it wasn't for Sue reigning him in, 616 Reed would go fullblown supervillain. (And despite what he says, he's only the fifth smartest person in 616, and that is only because Moongirl hasn't reached her full potential yet)

I love how this list is mostly from Spider-Man. Both Peter and Miles faced some truly terrifying and powerful foes, take for instance Doctor Octopus. In this universe he starts off quite similarly To the main version but then develops a split personality with the arms, followed up by him revealing he developed magnetic powers similar to Magneto and he just preferred the arms for combat.
