It occurs to me that, in some reverse iteration of the main DC continuity (Earth-3, Earth -1, whatever, most of these characters might actually be Arkham inmates.
I think Raven, Crazy Jane, Guy Gardner, and Man-Bat could qualify as well, should you do a Part 2.
I'd also like to see a Top 10 Marvel Characters Who Belong In Arkham (which I've noticed someone else also asked for. Norman Osborne, Scott Summers, Hank Pym, and Mary Walker would certainly qualify.

LOL- trying to get the specter or swampthing in arkham. That would be impossible. Well not impossible. But Arkham would have to like imply some serious magic users. neither are meta human. There both supernatural mythical beings. But while i cant speak for the Specter. I can say Alec will never willingly turn evil.

so they should be locked away because they have crazy ablities? or because of they're questionable past actions? On one hand for some of the characters mentioned they only have powers that give them maximum advantage and on the other hand some characters have both crazy powers and have commited negative acts.

-The Creeper, is the first one to come to mind
-The Question, is a less murderous occasionally less stable version of Rorschach
-B-wana Beast, partly for his style but also because his power of combining two animals together usually looks pretty gross

Specter is not a super hero his DC's version of Ghost Rider ( a spirit of vengeance) I mean different designs and specter is older I believe but they are more or less the same character and neither are technically super heroes

There was an episode of the Batman animated series from the 90s where Batman did actually end up in Arkham Asylum, the episode actually starts with him being brought into one of their cells.

Maybe instead of assuming they may turn evil in this you should assume Arkham can hold prisons with a higher intellect than a drunk baby
