Leslie Neilson was a straight actor put into funny scenes! I think his first film was Forbidden Planet [he had dark hair! ].
Some of the Naked Gun scenes were taken from Police Squad! [in color] such as the face-to-face shootout. If you watch the series, have a look for the 'mirrored' writing being only half mirrored and I think in the first episode one end of a stretcher is being carried out the front on a building and the back being taken out of the 3rd floor murder scene when Frank Drebin gets there. Also the deranged and perverted lab tech now I will see you next week Jimmy, and remember to bring some of your mother's disgarded swimwear.

Fox and Martian Short also he's a Canadian Legend too.

I can understand why WatchMojo didn't select the 'apartment-on-fire'-scene from the Naked Gun, though for me personally this is the funniest scene.
Also the hospital-scene from Naked Gun 3 1/3 when he comes up with a story about his uncle in the backyard is very funny.

This should be at least Top 20 because there are too many missing funny scenes. Like when Dracula Leslie was hynotizing his victims far away and that opening scene from Naked Gun 1. There were few as well from The Police Squad TV series.
