This movie is a lot of things. One of those is it shows how bizarre some social norms are. Like the youtube clip, it was so bizarre, no relation to the art, but it went viral, drew the attention to make it a success(which was intended) and got fired soomeone in the process. It also addressees eliticsm in the society and few other things. But this scene was beautiful.
Everything was fun and games when everybody knew that it was a performance art. But when the curator showed them it's gone out of control(obviously it was planned as part of the art, panic settled in. Everyone has gone quiet, no one was making eye contact, hoping that it will go away on it's own, they won't have to do anything. But it doesn't go away. Facing no challange, it grows bolder. But still no one is challanging him. Until one brave soul rises up and tried to fight him, even though he was weak(aged. That courage worked like a spark. Now people are coming forward to face him.
That's basically the story of how people face almost every problem in society.

The scene has no relationship to rest of the movie, but it's an obvious allegory for the inability of Swedish society to address the predatory element within the recently arrived migrant and refugee population.
