all that resources just for one boat? that doesn't even make sense. Is this some kind of a US coast guard sponsored recruitment campaign effort? they must be low on new recruits.

They have to recover all the boats and clear the coast area so that they can save the tourist industry there. But no need to help the locals who live there.
