The fishing industry is separate from the government and run by the shark finners, the shrimp trawlers, and the tuna seiners, so there is no reason to control the overfishing.
Costa rica has the largest fleet of longline fishing boats, many boats laying 100 miles of lines, fishing sharks just for their fins.
Studies show sharks have 40 years before extinction.

According to the International Shark Attack File, housed at the University of Florida: The Hammerhead shark has been attributed with a total of 33 recorded attacks since 1580 with no deaths. A Hammerhead Shark grows to around 20 ft. full grown and is the most manueverable of all sharks; attacks have been blamed on adolescent Hammerheads seeking a mate and accidently trying to nail a human. The Great Hammerhead is the most dangerous to man.

I'm thinking this is probably outdated; my source also comes from Florida. It claims not only more fatalities but also more unprovoked attacks (16 vs 21) than yours.
