so it outputs AC of a few KV which is enough current to light paper? seems rather dangerous. . the commercial cigarette lighters output DC do they not? my cousin touched one and it did not hurt.

Actually, that black box was a transformer, and all the smart trhings was on that pcb, they are not hiding anything, and that transformer can be purchased from ebay or aliexpress for under 1.
