In some of the wealthiest corners of the world, the very rich are putting their money towards building underground bunkers to survive the apocalypse. These subterranean safe havens are designed to withstand disasters like dirty bombs and pandemics, along with their aftermaths. What if all of humanity had to live underground?

For everyone to live underground, a few conditions would have to be met. Firstly, subterranean towns would have to be built far inland within areas with high elevations and low water tables. Places like Florida, Louisiana, and other lowland areas of the world won't cut it. In terms of location, the Midwest USA and Canada would be the best part of North America for underground towns. East Europe and central Asia would be the perfect locations in the eastern hemisphere, then there's Antarctica.
Secondly, would be to make sure all basic needs and comforts can be produced underground. Air would be top priority, a ventilation system would be needed as in a scenario where the whole global population has to live underground, there would be no opening windows or going outside for fresh air. Basically everyone would be stuck indoors. Food would be relatively easy to grow in underground shelters, artificial uv lighting and a hydroponic system would get the job done. As for other things, they can be made underground too!
The lack of sunlight would have negative effects, mainly on mental health. People living in bunkers and areas without much sunlight are more vulnerable to depression and similar disorders. Also, not having sunlight would mess with circadian rhythms. Many of us already have crappy sleep schedules now, on ground level or above it. Skylights or building the underground settlements into the sides of mountains would help in this regard. Both would technically still be - underground - but they would have the benefits of sunlight and maybe fresh air to boot.
Another consideration is how each subterranean city and town would be laid out.

In this scenario we would have to move to a Vegan diet or a diet based on seafood and poultry only because pork, lamb and beef are produced from animals which consume a lot of resources and also produce a lot of carbon dioxide especially from their waste. It would quickly deplete our stretched resources while plants actually produce oxygen and clean Co2 which would help sustain our environment

In case of being in a catastrophic weather cycle, it is also good to build a self-sufficient infrastructure for the highest culture preserving community.
We've got plasma lights where the food is grown, people can take a walk under those.

For the sunlight issue, look at what they do close to the north pole for almost a full year, they do things like VITAMIN D supplements and they do regular indoor entertainment as well as exercise indoors -

It's now hard when you have a lot of money. When you want to live underground, become a politician. The goverment bunkers should be solid. So. what if everyone becomes a politician?

Rich people are the worst. They're almost exclusively the reason why apocalypse can and will happen while they're the only ones with the resources to survive it.

Federal energy is a good idea but also you could probably take some inspiration from fallout and build stationary bicycles that connect to generators to power everything

The only way we could really survive long term underground would need to be a societal structure and in a spacious area like a reinforced cave structure

Aquaponics would be better than hydroponics, we have bulbs to replicate sunlight, and if your don't have enough space just dig out more space.

You do not need sunlight. Especially not for vitamin D. You just need mushrooms exposed to ultraviolet light.
