I know its not official canon, but my head canon says Rose let the necklace go beneath the waves because she wanted to give it back to Jack to protect it for always and forever, rather than it be some trinket or treasure that sat in a museum display for people to gawk at.
What is canon however, is what happens next. After surrendering the necklace to the sea, she returned to her bed and slipped away from this mortal coil, warm and safe as Jack said she would. Her spirit boarded the Titanic as it was in its prime where she spent her most cherished and happiest moments in life. The moments she shared with her beloved Jack. There amidst the exuberant applause of the many souls who perished that fateful night so long ago, she is reunited with Jack and they share a long awaited, passionate kiss. Its a beautiful moment and certainly brings me to tears each and every time I watch it, but its not so much from sadness, rather from joy. It also helps that Hymn to the Sea is playing as its such a heart achingly beautiful song.

Of course top 2 from 1 of the loves of my life Leonardo DiCaprio! He is such an amazing actor! 2 of my all time fav movies! And an appearance from the from another one Patrick Swayze! Omgosh! I haven't seen most of these and unpop opinion the notebook. not a fan of it. was wayyyyyy too extra for me!

Titanic should have been number one this scene is so emotional, she dies in her sleep and meet Jack in heaven with all of the other passengers who lost their life on the Titanic. And also as number 2 I wouldve put Will and Elisabeth kiss from pirates of the Caribbean this scene is so so emotional.

JACK AND ROSE FOREVER AND ALWAYS! I am happy Leo got top pick, but Titanic was so much sadder! Rose died at the end and reunited with Jack, but they never got to live their life together. Sure, I cried during Romeo and Juliet, but I balled like a baby during Titanic.

how did chuck and kelly in cast away only get a mention! I would say they get top 1 because that was a genuine sad kiss! a good bye even though they were soul mates and super in love but separated from a terrible years long shipwreck!
