The Justice Lords. They share the same weaknesses as the Justice League(if I recall) for which the Justice League can exploit. Plus the Justice Lords dont have Flash(In that universe he was killed) which the Justice League does. That's an advantage for the League.

Actually joker-s weakness is batman. batman is both his source of power and his weakness because he ruins the joke which is a weakness and he makes the joker get more thrilled to show him more jokes.
