Great list! Here are my favorite forgotten villains:
1. Aftershock (Electro's daughter. Only fought Spider Girl for the most part)
2. Lady Octopus (Carolyn Trainer, her look was SUPER 90's, but was a far better Clone Saga villain than Judas Traveler, Jackal, or Delilah)
3. Oliver Osnick (Kid Ock and later on, the vigilante Steel Spider. He was basically Doc Ock's ward/admirer/ kinda implied son who lasted 2 issues in the 70's then dropped off the face of the earth)

You forgot to mention John Jameson aka The Man-Wolf, Grizzly and The Frightful Four. Swarm also made his animated debut on Marvel's Ultimate Spider-Man and Spider-Man (2017) series. I definitely remembered Morbius and Tombstone from their debut in Spider-Man annimated series as well. It's the younger people that don't really know those classic villains- lol!

Carrion is THE greatest, most morbid and fascinating Spider-Man villain ever. I would have loved to see him in a movie but of course, his backstory is way too complicated for him to be introduced within a single movie. His story arc would require like half a TV series season.
