Hmm. Dr Fate and Dr Strange seem a bit low. They-re both currently powered down but that-s temporary. I-d put them both a notch over Zatanna and Wiccan.
And as you mentioned, John Constantine isn-t so much powerful as he is intelligent and resourceful. I-d say he-s good enough to defeat ALL of the people on this list. But not -more powerful- I-d say he-s more skilled than powerful.
Give up his spot for Scarlet Witch. And where are characters like Spectre?

As a request I would like to hear more about mystical villians and which ones in sequential order would be on the ranks of power and abilities comparison as well. I think mordo, the enemy of dr strange and the ancient one, I think qualifies to be on that list.

This list is garbage. Constantine literally cast a spell that fooled true form Darkseid and went toe to toe with Blight, the literal incarnation of evil in the DC universe.
