No, you left out some context in some of those mind wipe numbers. Like the fact Dr. Light rape a woman before they choose to stop him also we know jail doesn't work. How many times have these villains broken out? In real life of course you put people in jails, but we know it doesn't work in comics because they need to keep telling stories.
