surtur isnt on hulk lv because thor beat him fairly easy in thor ragnarok so no surtur would be no match for odin or zeus, i rank hulk 1 above thor so hulk could fairly easy beat surthur.

if they do it right in the MCU: after Gorr the God Butcher they can go to a Galactus storyline with Worldbreaker Hulk. and then wrap up Mark Ruffalo's time as Hulk with a Maestro arc.
