Seeing as - and I am assuming from here on - anyone snapped got revived where they had gotten snapped from, it is quite possible that Black Widow was revived, but didn't show up during the end battle as all the others had, because Doctor Strange didn't think of checking for her at the mountain top of where she sacrificed herself.
Although, chances are slim that the above is possible, as the snap would only revive anyone who had gotten snapped by Thanos, to begin with, and both Gamorra and Black Widow died by other means than the snap.

Am not sure that Wanda was morning Vision with Clint or Pietro. My idea is based on the fact of the series anounced as Scarlet Witch and Vision, plus Shuri tried to take the Mind Stone of Vision 's forehead which could include some partial download of Vision - identity -. And to wrapped up Natasha was always portrayed more like a sister to Clint than a romantic interest ( as they were in the Comics ) so by some associantion, Wanda could be thinking of Pietro and not Vision.

Can someone explain to me why they cannot bring back Black Widow who sacrificed her life for the Soul Gem by entering the quantum realm to bring back? Sure they cannot bring that person back with a snap but I can-t see why they can bring her back from an alternate universe/timeline.
After all they did it with another Gamora.
My takeaway is they can bring anyone back with this theory. (Vision, Loki, etc)
