Here is an obscure one that would be pretty terrifying. an older sister of Raven who had the same powers as her, but was left without guidance and basically abandoned in Arkham Asylum by an unscrupulous government agent while still a child. Which according to herself made every other patient/inmate's insanity 'beautiful', meaning she made them all the worse, while she herself was driven insane by being surrounded by them and the existence of not having an identity of her own.
Reason you may not have known about her is because she only appeared once in the abandoned/stand-alone New Teen Titans: Games story, which funnily enough was finally published the same month the New 52 era started. as in the same month the New Teen Titans stopped having ever existed in canon.

I know Arkham asylum supposed to be for Batman villains. Why does Arkham asylum has to be Batman villans only? There are so many villains that could give Batman a run for his power and his intellect. Take Captain Cold for an example, he is a flash villain but he could Rob the Gotham City Bank puts Batman put him in Arkham asylum. Take Livewire and The Silver Banshee as another examples, both of them are Superman villains, they happened to appear in Gotham causing trouble and batman puts them in Arkham asylum. So many villains deserves to be in Arkham asylum not just Batman villains
