I recall a British documentary about Elmer Kleason, who murdered 2 kids in Texas, and was on death row before they found a fault with the search warrant and had to let him go. He moved to the UK to escape his history and picked up where he left off, applying for and getting a gun license without the police doing even a basic background check(narrowly avoiding the death penalty might be a red flag. Anyway, of course he killed again.

I still don't understand how killers/convicts that show signs of being potential killers get released after good behavior.
I'm sorry but has the justice system have any idea of what fake it till you make it means

Look up Sean Larimer: killed 3 friends when he drove his car drunk at 16 that killed 3 friends & 4th to hospital.
At age 36, he was arrested for DUI & driving with revoked license.

Shawcross was only convicted of his second murder. Not enough evidence to try him for the first one. He killed 2 children in Watertown, NY. He went to prison for only one of them. Based on psychiatric assessments, he never should have been released.

I grew up in Rochester, N. Y, and remember vividly the fear when Arthur Shawcross was doing his thing. One of his victims was found less than a mile from my house.
