Higurashi will remain the best horror show for me. No other show gets this level of paranoia and mixed feelings.
Speaking of potentially homicidal Loli's, The Dark Gathering was a great show too, though I felt that the horror was more subdued by comparison.
Another missed show was PMMM. The dark take on magical girls was definitely something new.

Little nitpick: the children of the night doesn't refer to vampires. It is werewolves. The bit in Dracula has a bunch of wolves howling and then Count Dracula remarks The crying of the children of the night
Also only like a dozen of these are actual horror. Just cuz it has monsters doesn't mean it's scary.

Another, Shiki and Vamp Hunter D Bloodlust. 3 of my fav anime ever. I've always described it as the Final Destination of anime when talking w/ other ppl about it. Spot on description. Some other personal favs that can be terrifying. Blood the Last Vampire, Wicked City, Demon City Shinjuku

More of a psycological thriller, Satoshi Kon's Perfect Blue was intense.
Genocyber was also creepy, too.
Loved both Serial Experiments: Lain, as well as, Boa's Duvet, the song, from the opening title.
Akira, was great, as well.

It's crazy that Dark Gathering isn't on this list. If you haven't watched it, go watch it! It's really good. Ghost Hunt should at least be an honorable mention along with Blood-C. Uzumaki will eventually be on this list too maybe

I get a good scare watching Zom 100, Dorohedoro, Highschool of the Dead, Devilman Crybaby, Shiki, Hell Girl, Another, Death Note, and Higurashi When They Cry. My heart rate is over many beats per minute just thinking about them.

Elfen Lied is still one of The Best Horror Anime out there, the only downside to the Anime is compared to The Manga it was too short & didn't go heavier on The Blood & Gore.
