If anyone in this comment section still needs help, I have the same issue and I couldn-t boot from usb for some reason so the only fix to this is going UEFI setting which is the only thing it lets you boot into from the list of options after doing that go to boot settings and change the boot setting from UEFI to legacy and then you should see your usb drive (usb has to be connected before hand) in the list down below along with your hard drive/ssd now go down to the list and move the usb to the top of the list and then exit and save changes now it should boot -

Eh, I would be happy, if my Windows 10 Setup would start like that and offer such a choice of functions.
For me, the following text always and always shows:
Your PC / Device needs to be repared
A required device is not corrected or cannot be accessed
Error code 0x000000f
Not even Bios will start when the dell button is pressed
Question for you:
What trick will Windows Setup or Bios open if it constantly shows you -Your PC / Device needs to be repared- after 500 attempts?

How is it THAT easy? That just simply means something is wrong with my laptop. I don't have USB nor disc, so I'm looking for other solutions, and I gotta say, EVERY YouTube error tutorial is like this, I pressed shift and F8, it doesn't work, the triple on and off thing when the logo appears, doesn't work, and ALL of the function keys take me back to the same blue screen, there is no other option, I guess I just need to buy installation media, such a f-cking pain...
