Hi, portuguese guy speaking here. At 1: 59 you made a good point, we don't have net neutrality in Portugal, the thing is. it's not exactly as you have explained.
Less than 10 year ago there was only one company in the moblie, internet, television and telephone business, the public owned company PT which stands for Portugal Telecom, there was none else. This made prices for pretty much everything very high. I remebered being scared of using to much letters in texts because if by accident I were to use to many it would be very expensive. Very recently the government, by rules of the European Union emposed liberalization of the market (this also happened in other areas of the economy), which meant that by law, the Portuguese State would have to allow other companies to join in the telecomunications markets. This meant that over night there was way more competition and prices droped abruptly. To contextualize you, in Portugual, by 7, 50 euros, you have free, unlimited calls and texts for every mobile and landline phone in any of the 28 european countries, free roaming while traveling in the EU, many unlimeted data for many apps as you show on your screenshot, and additional data for other apps. And this is the catch, it weren't companies who paid for having free data to their apps, it were the telecom companies who made it so to distinguish them selves in such a competitive market. Also, companies are not allowed to slow down traffic by their wishes and the extra data offered is enough to maintain the balance. And an extra note, the free data for specific apps only exists for mobile packeges. In internet packeges there can't be any distinguish of users. Obviously it is not the perfect situation, but we still have agencies who monitor the situation and make sure there is no abuse by the companies
