The shorts part is fine, shorts arent illegal or anything, its just people dont wear it because they're afraid of being judged by the more conservative people.

I wouldn't visit Saudi Arabia no matter how much they spend to promote it.
One of my Muslim work colleagues has been there herself and commented that it's not a country for non Muslim visitors.
