2: 15 11 000 km of highways in single year? Man in Slovakia only finished highway D2 wich is 80km took 38 years to build.
here is list of slovak highways:
D1- longest higway in SK- 512km when it's finnished- 135km left to build- they started to construct highway in 1972 and estimated finnish of constructing is 2035-63 years
D2- 80km took 38 years to build
D3- 1996 - 2026 - built only 31km/59km
D4- 1996 - 2035 - 12, 6km/48km built- capital city ringroad- cost 2x more then Vienna's ringroad and is only 8 km or so shorter
and then express ways
R1- 1972- after 2040 177, 1 km/270, 5 km
R2- 54, 7km/261km 2003- after 2040
R3 - 19km/177km 2004- after 2040
R4- 18km/88km 2007- after 2030
R5 - 0/1, 7 km after 2030
R6- 7, 7km(only one lane)/30km 1997-after 2032
R7- 25km/223km 2016-after 2040
R8- 0/54km 2009-no one knows
So if you ever think your country has f-cked up roads think of Slovakia.

Up here in the PNW (at least in the PDX area) I haven't ever seen a road with concrete in it, and the only place I see concrete in the street is in the highway and of course bridges, but besides that, everything else is asphalt

Australia need to increase the speed limit on highways. 110 Kmph is too slow. should be increased to 120 - 130 in some areas but the road fencing needs to be put in place to prevent accidents from hitting kangaroos

In terms of freeway road quality, China is the best. However, look at the freeways in southern California! There are countless patholes on the road which makes your car shaking like hell when driving on them.
