Tokyo, if we dont lump Tokyo together with other cities in Greater Tokyo Area (such as Yokohama, Kawasaki, Saitama to name a few, its total population wont reach 37+ million people.
Metro Manila in Philippines consists of 16 cities.
what makes me confused is, Greater Jakarta Metropolitan Area in Indonesia has 32 million people. By this definition (if we follow your definition of Tokyo and Manila since you lump together CITIES not just a city) Jakarta shouldve been placed in the 2nd place.
