Poland never had the chance to become a super power. Poland-Lithuania on the other hand did and with more expansion, Polish nobles would lose more power as Lithuania grew in size to accomodate for the newly annexed eastern lands

The main reason for Eastern Europe not lagging behind were: a) Mongols, b) lack of access to the Atlantic. So - Poland doesn't develop at all.
