He's a Jackass, he always talks shit about the roles he does then the movie is a a hit and he expects the producers and directors to take him back for sequels like no one heard him criticize them negatively. All these sequels he's missing out now, he's regretting his words.

If Disney made an agreement they need to stick with it. But, perhaps, due to the roll being smaller/less significant they could have just offered the same pay as when he did Captain America instead of adding on.

He wanted more money for what is a glorified cameo than what he got for being the main villain in the first Cap film? No wonder they replaced him. The screen time isn't even comparable.

Red skull had to watch over the soul stone. That became his fate. And yes Hugo would of been great for his role but he passed it by like a healthy snack.
