It seems obvious that it wasnt improved when you think about it, why would Heath stand still so close to a hospital that he knew was rigged with tons of explosives and it had just stopped.

In my opinion the best live-action Joker portrayal and best acting Ledger had done to that point. His Joker is legend and easily the most terrifying.
