I will never disagree with number 1 but I'll admit in the episode Last Words. When Turk lied to the dying patient. JD knew Turk wanted to punish himself so he kicked him. He told him you wanted me to do that and you know it and admitted it and thanked him. Shows how much they know each other. Or the time when JD was perfectly imitating Turks voice.

I think Cory and Shawn are the closest bros in TV'S history, they win over Turk and JD because they've each other longer. The close nature of both bromance are literally the same except Shaw and Cory have been besties since the were 5 while Turk and JD met in college. So Cory and Shawn win.
