She shouldn't stay as a cute and adorable lizard, because she would never be able to turn herself into a cute and adorable fierce-looking dragon, so Mal should've turned Maleficent back to her evil self.

Maleficent didnt turn back when she came back to the isle because she became a lizard from fairy godmothers wand which is good magic. And only bad/evil magic doesnt work in the Isle of the lost
