And Mal doesn't technically have powers because she has to use a book, people would want powers you can use on command, imagine being trapped In a room and don't have a book o help escape powers on command is way more better.

She probably rose not have powers because her father dose not have powers ( who ever that is ) but the evil queens powers are not in Evie's DNA making it so Evie did not get powers
