Yes this is true I'm not reader of Norse mythology but Loki as a spirit he is Non-gender and take what ever form it wish male or female. Honestly I hope they go a bit more into loki in the cinematic universe and who knows he might try flirting with Cap but discised as a woman or stay as a man but I think he would get more luck as a woman with Cap.
