The dog from #9 is named Dogg, a member of the Blood Syndicate a comic title from Milestone Comics which DC distributed. The Bloods were all gang members exposed to experimental tear gas during event called Big Bang and those who didn't die gained powers. Dogg was once ordinary dog who acquired sentience and a bad attitude. I think that panel might of been from Blood Syndicate 1 or 2. Printed back in the 90s Milestone was ethnic comic characters centric and also gave us Static Shock or plain Static as he was known back then.

This isn't a single panel of ridiculousness, but I seem to remember one issue of Alpha Flight where the characters were trying to recap to the reader what happened with Snowbird and her baby that got possessed and it was so convoluted that half of it was footnotes preceded with up to sixteen asterisks. It made the whole Wanda/Walter and Box/Jefferies story arcs look sane in comparison.

Firstly: rainbow batman wanted to pull atension away from Robin becuse me had hurt his ankle out of costume and been documented by media doing it. So he wanted to keep them bussy until robin could heal fully. Secondly: you missed the Captain America panel that in completion reads -Captain America, I command you to WANK-

I know the bat slap is from an issue of worlds finest, but I don't recall which one. Side note, nothing about the Joker and his fantastic boner

The second panel with the dog is from a 90's Milestone comic called Blood Syndicate. The giveaway is the character called Tech-9.

The batman slappin robin panel was from a -what if- issue where batman goes insane and is convinced super man killed his parents.
reply

About the rainbow Batman, Robin got hurt so Batman changed costume colors to distract enemies from noticing Robins injury.
reply

Robin- Batman, I've been meaning to ask you, can I sleep in my own bed?
Batman- (SLAP) YOU UNGRATEFUL LITTLE BASTARD!

reply

Robin took super mans side so batman slapped him, brainwashed him and left him alone and memory less in an orphanage
