There had to be some serious waivers in place to give her the rank of Colonel. That's a 20 years of service and if memory serves, USAF stopped early promotions to Major quite awhile ago. :p
Of course, this is comic book Earth, so I'd let it slide. :p Captain America got his a little faster too, but then his rank requires way less time in.

To everybody who is saying things about x-men and mcu should have a crossover: Fox owns X-men and Marvel owns Avengers (etc) and Sony owns venom and Spiderman, so it's not very likely. Sony came to an agreement with Marvel (the movies) to include Spiderman in the avengers.

But she only outranks him because Colonel is a shared rank in the Air Force and Army (as well as Marines. If he'd been Navy or Coast Guard, Captain is the equivalent rank to a full bird Colonel.
