As for hero-villain teaming up, I feel like Killer Croc and Flash could team up to take down King Shark or something. Like, King Shark is a Flash villain and Croc could feel mad since he is supposed to be the only animal-themed cannibalistic mutant

Doom and Strange are not really surprising. Doom is more antagonist than a villain, even a hero in his narrative. Strange can seem like a villain at times because most of the world is not aware of all his motives for what he does which can seem evil under certain perspectives for some actions.
