Honestly there were a few I thought of that could have been included on this list lol.
Discord from MLP (Even though he does become reformed he's still on the same level of chaos as Bill. )
Magica Despell from Ducktales
and since were doing 80s I still say that the Dark King from Rainbow Brite still left a impact on me to this day. To see what he turned the entire world into at the beginning of that series still is shocking to me.
I don't know if he counts but Brain from Pinky and the Brain. He literally tries to take over the world. every episode. XDDD

I know everyone loves Avatar but Ozai was really only in. 3 episodes as a proper antagonist in anyway before the finale. If you aren't going with someone who wound up redeemed why not Azula at least Also I know the 80's takes on these characters may be the most iconic but there are better Megatrons, Shredders and Cobra Commanders in the newer cartoons. Plus really IMHO if we're going with best Cartoon villains it should just be with characters who STARTED in cartoons not ones like Joker and Darkseid and the like who were in comics first.

Personally, I feel that Darkseid should be higher. He wasn't just the main villain of one series, but a whole franchise, the D. C. A. U.
Also I don't like that you have added him and other animated superhero villains on this list. Maybe next time, you could make a video about cartoon villains that did not originate from comic books
