Two more suggestions: Dennis Nedry and Donald Generro in Jurassic Park.
But if we're treating all the dinosaurs across the entire franchise as the main villains, then I'd argue that the secondary human baddies in the last three Jurassic World films were increasingly more loathesome with each film, starting with Hoskins, moving on to the murderous Eli Mills (the first human villain in the franchise to intentionally kill another human, rather than recklessly cause their deaths, and finally the guy who started it all, Dodgson.

Surprised to see none of the Die Hard characters on here, like Ellis, Dick Thornberg, Johnson & Johnson, or Deputy Police Captain Dwayne T. Robinson, although, for some reason, I kind of like the latter (there are a few scenes, like the squad team siege on the Nakatomi Building and the FBI plan to shut down the power, when he doesn't appear to be a complete asshole.
Speaking of secondary villain or asshole characters played by Paul Gleason, what about Clarence Beeks in Trading Places

When I first seen Paddington 2, I hate the corrupt policewoman more than Phoenix Buchanan and I have two theories about the sequel. The corrupt policewoman is the one who framed poor Paddington for the theft which why she heartlessly dashed the Browns' hopes to prove his innocence and the writers have been watching the Pat Phelan story-line in Coronation Street which is why the story drags.

Max Shreck in Batman Returns is far more loathesome than the headline villains (Penguin and Catwoman, and if he doesn't count because he's actually the main villain in that film, then I also submit Lieutenant Eckhart in Batman 89. The Joker is funny and Carl Grissom commands a certain authority, but Eckhart is just a cynical, greedy, treacherous, slobbish cop.

If you’re playing someone so disgusting it causes the person portraying them to actually throw up doing their actions in front of the camera, you know the person you’re portraying is a piece of shit. (Actually now that I say that calling Umbridge that might be insulting to pieces of shit)

Umbridge makes the rest who made the list likable. She's that one old neighbour who is convinced that her way is the only way. She's that one old lady who bothers shop managers and innocent bystanders over food ingredients that have discontinued over 100 years ago.

Umbridge is particularly loathesome because she has such a cosy, seemingly innocuous, outer appearance, and her nastiness is so petty and akin to the type of snide, judgemental, snooty, mean-spirited jerks and assholes we encounter in our daily lives.

Dr Frederick Chilton in Silence of the Lambs.
I hate to mitigate Hannibal Lector's crimes, seeing that a certain Presidential candidate is already doing that right now. but Chilton is genuinely more obnoxious than the main villain.

Though it didn’t make it on this list, I would argue that the worst villain in the Terminator movies is Cyberdyne Systems since they are responsible for creating SkyNet and the terminators in the first place.

I was thinking Percy from the Green Mile, but realized he is at most tied with Wild Bill. Wild Bill is definitely the more evil of the two but Percy has so many more opportunities to show his nastiness.

If the love of money is the root of all evil, Mayor Vaughn embodies that warning perfectly. All he cared about was raking in the cabbage (slang for money, damn the beachgoers’ safety.

The mayor in Jaws can't be called greedy because he's not doing it for his own economic benefit. He's doing it for the town's.

A top contender for me would be FBI director Ben Harp from Point Break. God, that guy made my blood boil. It speaks volumes that the actual villains were so much more likeable.

I really miss that snob dude from Titanic in this list. Plus, if you hate those characters, somebody did a great job. Because that is called acting and character writing.

Ellen Abbot - Gone Girl - She aggravated the situation as she ruined the innocent protagonist and greatly supported the antagonist, only with her own interest.

That actress that played Dolores Umbridge has got to be one of the best actresses ever. She made the whole franchise and beyond hate her and that's great acting!

The reason why is that Voldermort is very classic cartoonish, Look at me, I every spoopy and evil, mwahahaha, whereas EVERYONE has known an Umbridge in their lifetime.
