I'd be interested to know how lipstick reapplies over it - since it did wear off after food. Liquid lipsticks don't usually do too well unless you totally start again and since it'd be lipstick topcoat lipstick topcoat it'd be twice as much as 2 layers of a regular liquid lipstick so I'd imagine it could look even worse

Anastasia Beverly Hills has something that claims to turn any lipstick into liquid lipstick and seal it in, also for the brows but I use it for eyeshadow primer it's amazing it's in a clear lip gloss looking tube

I bought this after watching this video & I LOVE it It does definitely turn everything to a matte, so if you don't like matte than this won't be good for you. But I love that I now can wear any of my lipsticks & they stay on.

I feel like this stuff is probably similar to what's in the Rimmel Apocalips 2-sides lipsticks. They have a clear top coat that you apply over the color, that eventually dries down to be pretty matte and budge-proof.
