For those people like me, if the issue is still not resolved, I found a simple solution that worked:-
- Go to Settings --> Apps --> Apps & Features. Then select and click 'Microsoft Photos' from the list. Click 'Advanced Options' and then press the 'Reset' button. Try opening the app again. Hope it works.-
If it didn't work, then try first updating the windows default apps from the microsoft store and then reseting.
If still doesn't work, then you can try updating to a newer windows 10 version, if you haven't done that already.

Thanks a lot for this!
The second solution fixed my issue. In addition to the crashing -Photos- app, I had an issue with my -Calculator- app simply shutting down immediately after opening, with no error-message, this too is fixed now.

Worked for my issue. Radeon ReLive videos were not playing with windows 10 -movies and tv- app. resulting in 214729196 error. Editing WindowsApps folder permissions and restarting fixed it.
