If California has destroyed their habitat in the cities, you just need to move the turtles to other part of the state, or to another state, maybe even to another country. There's no reason to keep them at risk in their natural environment if that environment has been altered to a point in which it is not suitable for them anymore. You just want to save the species, it doesn't necessarily has to be in a specific place. You can very well create an artificial pond somewhere else, far away from all these pollution and population hazards.

Wow, in Houston there are little urban stormwater retention ponds everywhere and they are all full of whistling ducks, ibis, spoonbills, egrets, herons, frogs, toads, turtles. Many bridges and parking garages host thriving bat colonies. What the heck is CA doing to kill all their wildlife!

The central valley has rivers, ponds and lakes that would be perfect for this kind of rehab effort. heck drive up 108 and look at all the large year round ponds on private and public lands. San Francisco isn't a world unto itself.
