Actually the minotaur was the priest in the palace, who was wearing a mask of taurus skin in the ceremonies
Also the labyrinth is under the whole Heraklion county, it has some entrances and almost nobody knows

Small problem with this story is that a labyrinth is a maze and therefore by definition can not be inescapable. If there truly is no entrance or exit it is not a labyrinth.
