if they can only survive while in a non active state then why are you even asking if they can survive on another planet?
in order to live and thrive they need all the things they would normally need on earth.
unless they get that on their new planet their not going to wake up anytime soon.

A worker in Israeli organization SpaceIL claims to put water bears in the lunar probe Beresheet that was launched to the moon. It. Crashed. Good thing no humans were in it. I wonder if the water bears survived.

Sure tardigrades are extremely tough, but they have no defence against their predators so the extreme defences they have arent the most useful
